Meaning

not only … (but also …)

ひとり〜だけでなく / ひとり〜のみならず means "not X alone but also Y". ひとり here is 独り, "solely", and it strengthens だけでなく / のみならず: ひとり日本だけでなく、世界全体の問題だ (a problem not for Japan alone but for the whole world). The second half broadens the scope.

Very formal written Japanese: editorials, speeches, academic prose. The topic is usually a large-scale issue (environment, society, economy). In everyday writing, だけでなく without ひとり is used.
