〜ようになる "come to / reach the point where": できるようになった / 〜ことができるようになった = became able to (a change). ことができる alone is a present ability.

V-dictionary + ことができる: 話すことができるPolite: ことができます; negative: ことができません; past: ことができましたN + ができる: ピアノができる, 日本語ができるThe verb before こと stays in the dictionary form (never potential or past)
私は車を運転することができます。
