Meaning
Can't (for social or moral reasons) / can't afford to
〜わけにはいかない means "I can't do that" not because it is physically impossible, but because duty, rules, or feelings don't allow it. 休むわけにはいかない = I can't take the day off (there's an important meeting). The negative 〜ないわけにはいかない flips it: "I can't not do it" = I have no choice but to do it.
