Meaning
-ic / -al / -like (turns a noun into a な-adjective)
〜的 attaches to a noun (usually a Sino-Japanese one) and turns it into a descriptive word: 具体 → 具体的 "concrete", 経済 → 経済的 "economic / economical", 伝統 → 伝統的 "traditional". The result behaves like a な-adjective: 的な + noun, 的に + verb, 的だ at the end.
Everywhere in written and formal spoken Japanese: essays, news, business. Learning the common 〜的 words is more useful than the rule itself: 一般的, 基本的, 積極的, 消極的, 国際的, 科学的, 自動的, 個人的, 具体的, 精神的.

Reading: 的 is always てき in this use. Some 的 words modify nouns directly in set phrases: 科学的根拠, 社会的地位. In casual speech 的 is sometimes attached playfully to other words (私的には = 'for me'), which is informal.
