Meaning
"definitely ~", "of course ~", "it's bound to be ~" — strong personal conviction.
Stronger and more emotional than 〜に違いない, and casual. It says "obviously", even though it is still just the speaker's opinion.

- If the sentence has an emotional or scolding tone (そんな話, そんなに食べたら, こんな時間に), に決まっている fits better than the neutral に違いない.
- Attachment traps: な-adjectives and nouns attach directly (嘘に決まっている, not 嘘のに決まっている).
- Watch for 決まった / 決まる distractors; only 決まっている carries the 'obviously' meaning.
