Meaning

let us …; shall we not … (formal proposal or appeal)

Volitional + ではないか is a formal, rousing proposal: みんなで力を合わせて乗り越えようではないか (let us join forces and overcome this). It is used by speakers addressing a group, as in speeches and rallies. じゃないか is the casual, mostly male version; ではありませんか is the polite form.

Speeches, essays, and formal appeals; also in dramatic dialogue. In casual conversation people say 〜よう / 〜ましょう. It presupposes some authority or shared cause.
