Meaning

X を Y として means "treating X as Y" or "with X as Y": 彼を代表として送った (sent him as our representative). Y is a role, purpose, or target: 目的, 対象, 中心, 主人公, 代表. とする is the predicate form ("has X as its Y"), and とした / とする + Noun is the noun-modifying form.
