〜において / 〜における

Meaning

in, at (place, time, field); regarding

〜において means "in, at (a place, time, or field)" or "regarding", and is the formal version of で: the conference is held in Tokyo; on this point, both sides agree. 〜における is the noun-modifying form: education in modern times.

書き言葉 and formal speech: academic writing, announcements, legal and business documents. It follows nouns. においては adds contrast/emphasis; における + noun creates formal noun phrases. Not used in casual conversation.
