〜かというと / 〜かといえば

Meaning

if you ask whether …, (not necessarily); as for why …

〜かというと has two uses. After a yes/no clause it introduces a partial denial: 高いものがいいかというと、そうとも限らない (if you ask whether expensive things are better, not necessarily). After なぜ / どうして it introduces an explanation: なぜ勉強しているかというと、〜からだ. Both set up a question and then answer it.

Both speech and writing; common in explanations and arguments. かといえば is slightly more formal. The first use typically ends in そうではない / とは限らない / 必ずしも〜ない; the second ends in からだ.
