Meaning

if one keeps on (doing), (a bad result will follow)

Verb て + いては means "if you keep doing X (as you are now), a bad result will follow": そんなに遊んでいては、試験に落ちる. It criticizes a continuing state or habit and warns of its consequence. 〜てばかりいては strengthens it to 'if you do nothing but X'.

Both speech and writing; common in warnings, advice, and self-criticism. The main clause is negative: 〜できない / 〜てしまう / 体を壊す / だめだ. In casual speech, ていたら or てたら is used.
