Meaning

with (a feeling) put into, filled with

〜を込めて means "putting X into it", where X is a feeling or wish: 心を込めて手紙を書いた (wrote with all my heart). The verb 込める means to put in or load. The noun-modifying form 〜を込めた + N (愛情を込めた料理) describes something filled with that feeling.
