Meaning

on the occasion of, at the time of (a special event)

〜に際して means "on the occasion of X" or "when doing X", where X is a special, one-off event: signing a contract, opening a ceremony, using a service for the first time. It marks the moment of a formal beginning or undertaking, not a routine. The main clause often states a precaution or a greeting.

Ceremonial speech, notices, manuals, business letters (ご利用に際して / 開会に際し). It is too stiff for everyday events (朝ごはんを食べるに際して is wrong). In conversation people use 〜とき or 〜前に.
