even more than …
〜にもまして means "even more than X", where X is already a high standard: 例年にもまして (even more than in a normal year), 以前にもまして (even more than before). With a question word it means "more than anything / anyone": 何にもまして (above all), 誰にもまして (more than anyone). 増して literally means "increasing over".
