"and" (exhaustive list of nouns), "with (a person)", also marks quoted speech.
と has two everyday jobs. (1) "and" between nouns: パンと卵 "bread and eggs". This is a complete list; you are naming everything. (2) "with" a person: 友達と映画を見ます "I watch a film with a friend". と only ever connects nouns; to join verbs or adjectives you need the て-form instead.

JLPT N5 tips
On the exam
- If the blank sits between two nouns and the options are と / や / も / の, ask: is it a complete list (と) or just examples with など nearby (や)?
- If the noun before the blank is a person and the verb is an activity (行く, 話す, 遊ぶ), the answer is と ("with"), not で.
