上で has three uses depending on the form before it. (1) V-た + 上で: after doing X carefully, then Y: よく考えた上で返事をします. (2) V-dictionary / N + の + 上で: in the process of, for the purpose of: 日本で働く上で敬語は欠かせない. (3) N + の上では: on paper, according to (data): 計算の上では成功するはずだ.
Formal speech and writing, business, essays. The た上で use is common in polite negotiations (検討した上で、ご連絡します).
