Meaning

From… through… / when it comes to…

〜から〜にかけて describes a range of time or place with soft edges: 今夜から明日の朝にかけて大雨 = heavy rain from tonight through tomorrow morning. Unlike 〜から〜まで, the endpoints are not exact; the event spreads over the range. A second use, 〜にかけては, means "when it comes to (a skill)": 料理にかけては彼女が一番だ.

Weather reports, news, descriptions of regions and periods. 〜にかけては appears in praise of someone's ability.
