Meaning
it's not that ... (necessarily)
〜というものではない / 〜というものでもない means "it's not (necessarily) the case that…". It gently denies a common assumption, especially one shaped as "if X, then good": it's not that more expensive is better; practice does not necessarily make anyone good.
Both registers. Very often follows a conditional (〜ば・〜たら) or a general claim. でもない is a softer "not necessarily either". It resembles 〜わけではない but targets general beliefs rather than a specific situation.
