Meaning

"I think that ~" (opinion or guess).

Plain form + と思います means "I think that ...": 雨が降ると思います "I think it will rain". The part before と must be plain: a dictionary-form verb, an い-adjective as is, and a noun or な-adjective with だ (学生だと思います). To say "I don't think X", make X negative: 来ないと思います.

Giving opinions and guesses about anything. Very common in speaking and in N5 dialogues (どう思いますか — What do you think?).

Nouns and な-adjectives need だ before と (×学生と思います). Negative opinion: 〜ないと思います is more natural than 〜と思いません. For someone else's opinion use 〜と思っています. Quoting speech uses the same structure with 言う: 「行く」と言いました.
