冷える vs 冷やす

冷える is something getting cold by itself (ビールが冷える, 夜は冷える); 冷やす is you chilling something on purpose (ビールを冷やす). Both mean going properly cold — for a hot thing merely dropping to room temperature you want 冷める / 冷ます instead.

Use 冷える when something becomes cold with nobody acting on it — a drink in the fridge, the air at night, your body in a draught. The subject takes が.
ビールがよく冷えています。

The beer is nicely chilled.

冷やす
ひやす
Use 冷やす when someone chills something deliberately — in a fridge, in ice, under cold water. The thing chilled takes を.
ジュースを冷蔵庫で冷やしておきます。
ジュースをれいぞうこでひやしておきます。
I'll chill the juice in the fridge ahead of time.
ぶつけたところを氷で冷やしました。
ぶつけたところをこおりでひやしました。
I put ice on the spot where I bumped myself.

Common mistakes
熱いお茶を冷やしてから飲みます。
熱いお茶を冷ましてから飲みます。
冷やす means make it cold. Hot tea you just want drinkable is 冷ます. 冷やしたお茶 would be iced tea.
ビールを冷蔵庫で冷えました。
ビールを冷蔵庫で冷やしました。/ビールが冷蔵庫で冷えました。
冷える takes が and no を. If you put the beer in yourself, the verb is 冷やす.
料理が冷えてしまったので、温め直します。
料理が冷めてしまったので、温め直します。
Food that was hot and is now lukewarm has 冷めた. 冷えた料理 sounds like it came out of the fridge.

So what is the whole 冷える・冷やす・冷める・冷ます picture?
Two pairs crossed. 冷える and 冷める are intransitive (が); 冷やす and 冷ます are transitive (を). 冷える/冷やす is about becoming cold, usually from room temperature down. 冷める/冷ます is about a hot thing losing its heat. So: ビールが冷える, ビールを冷やす, スープが冷める, スープを冷ます.
What does 頭を冷やす mean?
Literally "cool your head", used figuratively: calm down, cool off after getting angry. 少し頭を冷やしなさい is "go cool off for a bit". It is not about temperature.
Is 冷えたビール different from 冷たいビール?
Barely, in practice. 冷えた describes the beer as having got cold; 冷たい just describes it as cold to the touch. 冷えたビール is the more idiomatic phrase for a beer out of the fridge.
