Meaning
Embeds a yes/no question inside a sentence.
〜かどうか means "whether or not". It puts a yes/no question inside a longer sentence: 明日晴れるかどうか分かりません = I don't know whether it will be sunny tomorrow. The part before かどうか is in the plain form; nouns and な-adjectives attach without だ (学生かどうか, 便利かどうか). The main verb is usually about knowing, asking or checking: 分からない, 知らない, 聞く, 確かめる, 教えてください.
Uncertainty and checking in daily life and business: whether someone is coming, whether an answer is right, whether a shop is open. Used at every politeness level. In formal writing you sometimes see 〜か〜ないか (行くか行かないか) instead.
