Strategy notes: read these before the passage

Editorials concede a point first (〜自体に異論はない) and then pivot with だが. The writer's claim is after the pivot, not before.
Metaphors (処方箋, 症状, 病巣) are tested as 指示 questions. Map each metaphor to its literal referent as you read.
The title word (順序) is defined in the last paragraph. Read the final sentence twice before answering the 主張 question.

Passage

少子化対策として、政府は再び給付金（きゅうふきん）の拡充（かくじゅう）を打ち出した。子育て世帯の家計を支えること自体に異論はない。だが、出生率（しゅっしょうりつ）の低下が三十年以上続いてきた事実を前に、同じ処方箋（しょほうせん）を繰り返すことに、どれほどの効果が期待できるのか。

若い世代が子どもを持たない、あるいは持てない最大の要因は、金銭的な負担よりも、雇用の不安定さと、育児を女性に偏（かたよ）らせる職場の慣行（かんこう）にあるとする調査は少なくない。給付は症状を和らげはしても、病巣（びょうそう）には届かない。

求められているのは、給付の額を競うことではなく、働き方そのものを問い直す覚悟である。順序を誤れば、財源（ざいげん）は消え、結果は残らない。
