とても vs 非常に

Both intensify an adjective, and the difference is register: とても is the everyday spoken word for "very", while 非常に is the formal written one found in reports, news and business email. 非常に also leans towards objective, weighty descriptions such as 非常に重要な問題, and sounds comical applied to your lunch.

Use とても in conversation and ordinary writing, with any adjective: とても暑い, とてもおいしい, とても好き. It is never out of place in polite speech.

非常に
ひじょうに
Use 非常に in formal writing and formal speech — reports, academic essays, business email, announcements. It fits objective evaluations rather than personal taste.
これは非常に重要な問題です。
これはひじょうにじゅうようなもんだいです。
This is an extremely important issue.
今回の結果は非常に残念です。
こんかいのけっかはひじょうにざんねんです。
This result is deeply regrettable.

母の作るカレーはとてもおいしい。
ははのつくるカレーはとてもおいしい。
My mother's curry is really good.
Personal taste in casual speech. 非常においしい here sounds like a food inspector filing a report.
本件は非常に緊急性が高いと判断いたしました。
ほんけんはひじょうにきんきゅうせいがたかいとはんだんいたしました。
We have judged this matter to be extremely urgent.
Business writing throughout, so 非常に matches 判断いたしました. とても would sit oddly in this register.
こんなにたくさん、とても食べられません。
こんなにたくさん、とてもたべられません。
There is no way I can eat this much.
With a negative, とても means "cannot possibly" rather than "very". 非常に has no such use.
Common mistakes
友だちに「このケーキは非常においしいね」と言った。
友だちに「このケーキはとてもおいしいね」と言った。
非常に about a cake among friends is grammatical but funny — the register is several steps above the situation.
この荷物はとても持てます。
この荷物はとても持てません。／この荷物は軽いので持てます。
とても before a potential verb belongs to the とても〜ない pattern and needs a negative. In the affirmative it does not work as a plain intensifier.
