話す vs 言う

話す is about the activity of talking — a conversation, a language, telling someone about something — and the person you talk with takes と. 言う is about the words themselves: it reports what was said, normally with the quotation particle と, as in 「はい」と言いました.
When to use each
話す
はなす
Use 話す for speaking as an activity: speaking a language, having a conversation, telling someone about something. The person you talk with is marked with と, or に when you are telling them something.
昨日、友だちと二時間話しました。
きのう、ともだちとにじかんはなしました。
I talked with a friend for two hours yesterday.
田中さんは英語も話します。
たなかさんはえいごもはなします。
Tanaka speaks English too.
言う
いう
Use 言う for the words that come out — a single utterance, a name, a phrase. It normally follows the quoted content plus と, and the listener takes に.
友達は「はい」と言いました。
ともだちは「はい」といいました。
My friend said "yes".
先生に「ありがとう」と言ってください。
せんせいに「ありがとう」といってください。
Please say "thank you" to the teacher.
Sentences where only one works
日本語を話します。
にほんごをはなします。
I speak Japanese.
A language is an activity you carry out, so 話す. 日本語を言います is not Japanese.
もう一度言ってください。
もういちどいってください。
Please say that again.
You want the exact words repeated, so 言う. 話してください would ask the person to talk more about the topic.
母に旅行のことを話しました。
ははにりょこうのことをはなしました。
I told my mother about the trip.
Telling someone about something at length is 話す; the content is a topic, not a quotation.
この魚は日本語で何と言いますか。
このさかなはにほんごでなんといいますか。
What is this fish called in Japanese?
Asking for a word uses 何と言いますか with と. 何と話しますか is not used.
Common mistakes
先生に言いました、宿題を忘れました。
先生に「宿題を忘れました」と言いました。
言う needs its content quoted and closed with と before the verb. Learners keep the English word order and leave the と out.
友だちを話しました。
友だちと話しました。
話す takes と for the person you speak with, because talking is mutual. を marks what you talk about, as in 日本語を話す.
もう一度話してください。 when you mean "say that again".
もう一度言ってください。
話す asks for more talking on the subject; only 言う asks for the same words over again.
Frequently asked questions
Which one do I use for "tell me about your country"?
話す: 国のことを話してください. 言う would be asking for one specific phrase, not an account.
What about 話しかける and 言われる?
話しかける is starting to talk to someone, and 言われる is the passive "to be told", as in 先生に言われました, "the teacher told me".
Is 話 in 話をする the same word?
Yes, it is the noun はなし. 話をする is very close to 話す and often interchangeable; it puts a little more weight on the occasion of the talk.
