映画 is a film — the work itself, wherever you watch it. 番組 is a programme: one unit of television or radio broadcasting, such as a news show, a drama series or a variety show. A film shown on TV can be called either, depending on whether you mean the work or the slot it fills.
When to use each

Use 映画 for a film, whether you see it at the cinema, stream it or catch it on television. It names the work, so it never depends on how it reaches you.
