減る vs 減らす
JLPT N3 vocabulary · what is the difference?
減る is an amount falling by itself (貯金が減る, savings go down); 減らす is someone cutting it back on purpose (甘い物を減らす, you cut down on sweets). Note the fixed idiom おなかが減る, to get hungry — it always uses the intransitive, and おなかを減らす is not said.
When to use each
減る
へる
Use 減る when an amount goes down with no one named as doing it: savings, population, the battery. It takes が. It is also the verb in おなかが減る, to be hungry.
貯金が減ってしまいました。

減らす
へらす
Use 減らす when someone cuts an amount back on purpose: sweets, spending, working hours, weight. It takes を.
甘い物を減らしています。
あまいものをへらしています。
I'm cutting down on sweets.
残業を減らしたいです。
ざんぎょうをへらしたいです。
I want to cut down on overtime.

Can I say おなかがすいた instead of おなかが減った?
Yes, and すいた is softer and more common in polite speech. 減った is blunter and sounds slightly more masculine, but both are normal.
Which do I use for losing weight?
体重が減りました if it simply happened, 体重を減らします if you are dieting on purpose. Both are natural.
Is 減る used for prices?
No. Use 下がる for prices and rates. 減る suits counts and amounts, like 客が減る or 貯金が減る.
